SOW 2.4, 4.5 to 4.7 and 5.1 to 5.3 · the thirteen-county survey

A benchmark sample on the County’s own survey sheet

We matched a set of common County classes at the thirteen counties named in the Statement of Work, from each county’s published schedule or class specification, and laid the results out on Attachment 2 with the County’s own formulas. It is a demonstration of method on public data; the real benchmark list is chosen with the County.

Attachment 2: salary survey

Choose a benchmark. Medians and means use the County’s template formulas. The County’s template computes percent difference as (San Diego minus market) divided by San Diego, so a positive figure means San Diego’s range is above the market figure. Blank rows are counties where no comparable class was verified; the reason is in the match register below.

The record SOW 4.6 asks for: how each comparable class was chosen, the level used, and why any county was left out. Every row links to its published source.

How to read this sample

These are range comparisons on public data for a few common classes, taken in October 2026. Comparator effective dates differ (each is shown), nothing is aged to a common date, and the matches are HSG’s first reading of published specifications. None of it is a finding about the County’s market position. In the study, the County approves the benchmark list, the comparator list, the matching rules and the calculation method before any of these figures are relied on (SOW 2.3.1 and 2.4.2).
